Drawing a long flowing tail:

Drawing the rest:

Draw the tail with a thick line on a new layer

Select the outside of the tail, and increase the selection

Invert the selection

Erase

Clean up

It’s a quick job and a little so so, should have made the lines a bit thicker, but there you go.
